Rice
Food coloring
Vinegar

Measure rice into a container with a lid.
Add white vinegar to the rice.
Add as much food coloring as desired (deeper color= more food coloring).

For toddlers and preschoolers, along with stimulating the tactile sense (touch), sensory rice also helps them work on fine motor control as the uncooked rice is very small. They can pick up with their hands or use tools to scoop. resource
Tip:
To minimize mess invest in a tuff tray, on top of a large sheet or outside. The rice has a tendency of going everywhere :)
